The whole inches are separated off, and the remainder is multiplied by your chosen denominator and rounded to the nearest whole tick. A remainder that rounds up to a full unit carries into the whole number, which is the case most naive conversions get wrong.

The resulting fraction is reduced by its greatest common divisor, so twelve sixteenths comes back as three quarters — the form a tape is actually read in.

The error figure is the difference between your decimal and the fraction it rounded to. On a single cut it is irrelevant; across twenty repeated joints it accumulates into something visible.
